1. Public Finance Management Act, 2015 (Act 3, 2015)

An Act to provide for fiscal and macro economic management; to provide for the Charter for Fiscal Responsibility; to provide for the Budget Framework Paper; to provide for the roles of the Minister and the Secretary to the Treasury in the budgeting process; to provide for virements, multi-year expenditures, supplementary budgets and excess expenditure; to provide for the Contingencies Fund; to provide for the Consolidated Fund and commitments against the Consolidated Fund; to provide for bank account management, management of expenditure commitments, raising of loans by the Minister, management of the Government debt, authority to receive monetary grants and assets management; to provide for the roles of Accounting Officers; to establish accounting standards and audit committees; to provide for in year reporting; to provide for the preparation of annual accounts and for the accounting for classified expenditure; to establish the Petroleum Fund and the collection and deposit of revenues into and the withdrawal of revenue from the Petroleum Fund and for the management of the Petroleum Revenue Investment Reserve; to provide for the role of Bank of Uganda in the operational management of the Petroleum Revenue Investment Reserve; to provide for the establishment of the Investment Advisory Committee; to provide for the financial reports, annual reports and annual plans of the Petroleum Fund and the Petroleum Revenue Investment Reserve; to provide for the sharing of royalties; to provide for offences; to repeal the Public Finance and Accountability Act, 2003 and to provide for connected matters.

2. Registration of Persons Act, 2015 (Act 4, 2015)

An Act to harmonise and consolidate the law on registration of persons; to provide for registration of individuals; to establish a national identification register; to establish a national registration and identification authority; to provide for the issue of national identification cards and aliens identification cards and for related matters.

3. Business Licences (Miscellaneous Repeals) Act (Act 6, 2015)

An Act to repeal section 9 of the Rivers Act, in order to abolish the requirement for steam vessels on rivers to be licenced; to repeal section 22(2) of the Companies Act, 2012 to abolish the requirement for swearing a statutory declaration for compliance with the requirements for incorporating a company; to repeal sections 3 and 4 of the Hides and Skins (Export Duty) Act, which require the export of hides and skins in a specified manner or from specified places, and which provide for returns to the regional commissioner of customs and excise respectively; to amend section 12 of the Produce Protection Act, to abolish imposing fees; to repeal section 11(2) and (3) of the Fish Act, to abolish the angling licence.

4. Finance Act (Act 8, 2015)

An Act to amend the Finance Act 2009 to vary the environmental levy; to amend the Finance Act, 2013 to revise the application fees for passports; to amend the Finance Act, 2014 to provide for non refundable fees in respect of applications for work permits; to amend the Uganda Citizenship and Immigration Control (Fees) Regulations, 2013 and to impose annual operator licence fees in respect of vehicles and vessels.

5. Public Private Partnerships Act (Act 13, 2015)

An Act to provide for public private partnership agreements; to establish Public Private Partnership Committee and Public Private Partnership Unit; to establish a Project Development Facilitation Fund provide for the functions of contracting authorities, accounting officers, project officers, project teams and evaluation committees; to provide for the role of the private party in a public private partnership; to provide for the management of public private partnerships; to provide for project inception and feasibility studies for public private partnerships; to provide for the procurement of public private partnerships; to provide for the disqualification of bidders and the evaluation of public private partnership bids; to provide for public private partnership agreements and the monitoring of projects; to provide for the bidding methods, procurement procedures and types of public private partnership agreements and for related matters.

6. Tobacco Control Act (Act 22, 2015)

An Act to control the demand for the consumption of tobacco and its products, to control the supply of tobacco and its products to the population; to protect the environment from the effects of tobacco production and consumption and exposure to tobacco smoke; to promote the health of persons and reduce tobacco related illnesses and deaths; to protect persons from the socioeconomic effects of tobacco production and consumption; to promote research, surveillance and exchange of information on tobacco control; to insulate tobacco control policies, laws and programs from interference by the tobacco industry; to strengthen coordination, partnerships and collaboration for tobacco control; to establish the Tobacco Control Committee; to fulfil Uganda's obligation and commitment as a party to the World Health Organisation Framework Convention on Tobacco Control (WHO FCTC) and to provide for other related matters.

AMENDING LEGISLATION

1. Value Added Tax (Amendment) Act (Act 5, 2015)

An Act to amend the Value Added Tax Act Cap. 349 to define certain terms used in the Act; to increase the annual registration threshold; to provide for tax treatment of the oil and gas and mining sectors; to exclude compact florescent bulbs from the exempt category; to add Global Fund to fight AIDS, Malaria and Tuberculosis and Uganda Red Cross Society to the list of Public International Organizations and to zero rate the supply of cereals grown and milled in Uganda. 

Date of Commencement: 1 July, 2015; section 11:1 January, 2015.

2. Constitution (Amendment) Act (Act 12, 2015)

An Act to amend the Constitution of the Republic of Uganda in accordance with articles 259 and 262 of the Constitution; to prescribe a procedure for the removal of members of the Electoral Commission, similar to the procedure for the removal of judicial officers; to require the Electoral Commission to hold a by-election within sixty days from the date of notification of a vacancy of a member of Parliament by the Clerk to Parliament; to require the registrar of a court declaring the seat of a member of Parliament vacant to transmit the judgment to the Clerk to Parliament within ten days after the declaration; to permit floor crossing in Parliament by members of Parliament within twelve months before the end of the term of Parliament; to provide for the Judicial Service Commission to appoint certain staff of the Judiciary; and for related matters.

3. Local Governments (Amendment) Act (Act 16, 2015)

An Act to amend the Local Governments Act to provide for the procedure of elections for administrative unit councils and committees; to harmonies and reconcile the provisions relating to public finance with the reforms made in public finance; and to provide for related matters.

4. National Women’s Council (Amendment) Act (Act 17, 2015)

An Act to amend the National Women’s Council Act, Cap. 318, to exempt elections at women committees lower than the district women’s committee from the requirements of article 68(1) of the Constitution that the election should be held by secret ballot; and to provide for related matters.
